What is a Service Access Fee and how often will I see that type of charge?

Once a month a $5.00 service fee will be applied to all accounts that are not currently subscribing to one of basic satellite programming packages.  This minimal monthly fee allows Dish Network to deliver specialty programming and to provide specialty programming within a reasonable price range.
